What is CCRC?
The Child Care Resource Center (CCRC) is a nonprofit organization that connects California families with subsidized childcare programs funded by the state and federal government. In San Bernardino County — including Victorville, Apple Valley, Hesperia, and the surrounding High Desert — CCRC administers the programs that help working families, students, and parents in job training afford safe, licensed care.
Who qualifies for a childcare subsidy?
Eligibility is based on three things: family size, income, and need for care. Most families qualify if they meet the following:
- Your household income is at or below California's State Median Income for your family size.
- You have a qualifying need for care — working, attending school or training, seeking employment, or seeking permanent housing.
- Your child is under 13 (or under 21 with special needs).
- You live in California — Victorville and all of San Bernardino County are covered.
Income limits change each year. CCRC will confirm your eligibility when you apply.

How to apply — step by step

Join the Centralized Eligibility List (CEL).
Visit ccrcca.org or call CCRC to add your family to the waiting list. This is required for most subsidy programs. The sooner you're on the list, the sooner you're contacted when funding opens up.

Gather your documents.
You'll need photo ID, proof of Victorville / California residency, birth certificates for each child, proof of income (recent pay stubs, tax return, or benefit letters), and proof of your need for care (work schedule, school enrollment, or job search verification).

Complete the eligibility appointment.
When CCRC reaches your name on the list, they will schedule an appointment (phone or in person) to review your documents and confirm eligibility.

Choose your childcare provider.
Once approved, you get to choose a licensed provider — like Jones Family Child Development in Victorville. CCRC pays the provider directly for the covered portion of care.

Keep your file current.
Report income and schedule changes right away so your subsidy continues without interruption. CCRC recertifies eligibility every 12 or 24 months.
